Session description:  This Session will review the key provisions of Cal/OSHA’s current outdoor heat standard, and the anticipated new indoor heat standard, including a discussion about what occupational medicine professionals should advise clients and other employers about how to keep employees safe in the presence of heat stress, how to assist employers in recognizing risk factors for severe heat illness, and what other diseases might mimic heat illness.  The Session will also outline the significant public health gains that have flowed from California’s nearly unique adoption of these workplace protections over the past decade, and will illustrate why Cal/OSHA's successes in preventing work-related heat illness should be exported to the rest of the nation.

Topic: Translating Evidence into Policy: The Arizona COVID-19 Experience

Public health policy is crafted from evidence-based population-level research and relies on the legal authorities provided to national, state, and local government to be placed into practice.   During the Covid-19 pandemic, decisions made by elected officials influenced the degree to which public health measures are implemented in workplaces, schools, and other community spaces. These decisions, made early in the pandemic, lead to outcomes that continue to manifest today, but the path connecting evidence-based medicine, the decisions made to implement into public health policy, and outcomes is not always clear.   Using the Arizona Covid-19 experience as a case study, Will Humble (Executive Director of the Arizona Public Health Association) will detail the interlocking relationships between state government and state public health agencies in translating evidence into policy.

Topic: A Comprehensive Guide for Low Back Pain with Conservative Care and Interventional Approaches to Restore Function

Kamal Patel, MD
Dr. Patel earned his bachelor's degree with honors in Biomedical Engineering from the George Washington University School of Engineering and Applied Science. During his tenure, Dr. Patel invented a digital goniometer that is used to measure extension and flexion of a joint within 0.7 degrees of accuracy.

After earning his degree, Dr. Patel attended the George Washington University Medical School and earned his MD. During his medical school years, Dr. Patel worked at the Neuroendocrine Unit at the Massachusetts General Hospital and Harvard Medical School to publish multiple papers and conducted research on athletes in the Boston area.

After medical school, Dr. Patel trained at the Albert Einstein Medical Center in Philadelphia for 3 years as an Emergency Medicine Resident. Around this time, Dr. Patel found an opportunity to move to Tampa, Florida for an Occupational Medicine Residency position at the University of South Florida. Within two years, Dr. Patel became the chief resident of the Occupational Medicine Residency and graduated with a Master of Science in Public Health from USF. Dr. Patel also completed a fellowship in interventional and non-interventional pain at the Deuk Spine Institute in Melbourne, FL.

Dr. Patel has completed over 6100 procedures including kyphoplasties, spinal cord stimulator placements, and other minimally invasive procedures. Aside from work, Dr. Patel helps mentor residents, medical students, and physician associate students. He is currently on the faculty of the Lake Erie College of Osteopathic Medicine, University of South Florida, and South University. He looks forward to assisting fellow ACOEM members refine their diagnostic and clinical acumen.

Yusef Sayeed, MD, MPH, MEng, RMSK, CPH, FAIUM, FACOEM
Dr. Yusef Sayeed is the new Director of the Surgical Services here at the Texas Valley Coastal Bend VA. He is an Interventional Pain Management physician and board-certified in Occupational Medicine. He is a Clinical Assistant Professor at the Uniform Services University for the Health Sciences in the departments of PM&R and Family Medicine where the faculty recently voted to confirm his appointment as a Faculty Senator. He recently arrived at the VA from the National Intrepid Spirit Center at Eglin Air Force Base where he was the Director of Pain Medicine and Functional Rehabilitation. This facility was the Air Force’s first facility dedicated to treating the Polytrauma of Traumatic Brain Injury, PTSD, and Chronic Pain. Dr. Sayeed graduated from the University of Louisville with both his bachelor’s and master’s degrees in Electrical Engineering. He then completed a master’s degree in Public Health at the University of Kentucky where he also went to Medical School. He completed a research fellowship in Sports Medicine at the Mayo Clinic. He then completed his internship training at the University of Pennsylvania in Physiatry and his Occupational Medicine residency at West Virginia University.

Dr Sayeed has had the honor of serving his community in many ways, first as the Assistant to the Commissioner of Public Health for the Commonwealth of Kentucky. He is currently now serving on two US FDA medical device advisory panels; the Orthopedic and Rehabilitation Device Panel and the Plastic Surgery and General Hospital Device Panel where he is an expert consultant and full voting advisory member.

He has had the privilege to work both with the CDC NIOSH and the DOL OSHA to improve worker safety and medical management of workers who suffer injuries on the job and is currently the primary researcher to develop treatment and prevention strategies to reduce injuries in sonographers and providers who utilize ultrasound. The first registry of its kind in the United States.

Dr. Sayeed is well-published in the field of Musculoskeletal Ultrasound, Pain Medicine, and Occupational Medicine. Dr. Sayeed has published and authored national guidelines in which physicians across the country use to treat various pathologies. He serves and chairs committees for the American Institute of Ultrasound in Medicine, the Spine Intervention Society, the American Society of Regional Anesthesia, and for the American College of Occupational and Environmental Medicine. He reviews for the Journal of Ultrasound in Medicine, the Journal of Ultrasound in Medicine and Biology, and AIUM's continuing medical examinations. The AIUM also selected him to be AIUM's Luminary speaker for the World Federation of Ultrasound in Medicine and Biology Conference in Taipei 2017. He is currently a Board of Governors member for the World Federation of Ultrasound in Medicine a World Health Organization subsidiary.

He was the first Occupational Medicine physician certified and registered to perform Diagnostic and Interventional Musculoskeletal Ultrasound which is recognized by the Alliance of Physician Certification and Advancement. During his free time, he is a question writer for the National Board of Public Health Examiners where he is also certified in Public Health. He was the keynote speaker for the Grand Challenge to Reduce Work-Related Musculoskeletal Disorders in Sonographers and Providers who utilize ultrasound. He has also revised the education competencies for the entire specialty of Occupational Medicine and helped to revise the board examination used by the American Board of Preventive Medicine.

Dr. Sayeed, in his current role at the Veterans Administration, will be overseeing the Surgical Services as he anticipates growth in the Value, Delivery, and Quality of Care to our Veterans. He will continue to train providers around the country and across the world in Musculoskeletal Medicine, Pain Medicine, and Musculoskeletal Ultrasound where is a certified master level educator for the Veterans Administration. He is committed to advancing the practice of Medicine through research and using high-quality, evidence-based medical care to restore function and improve patient outcomes.

Dr. Kumar is currently a staff physician at Kaiser Permanente on the Job in Orange County, CA. He was born on the East Coast and spent time in the Midwest before eventually moving to California, where he completed his Preventive Medicine Residency at Loma Linda University and his Occupational Medicine Residency at UC Irvine. Topic: Occupational Telemedicine 101

This webinar will outline technical aspects of occupational telemedicine systems and the practicalities of remote examinations. Attendees will learn various technologies and access points for telemedicine, appropriate use of telemedicine to provide care, and how to engage patients remotely to build rapport. Topic: OEM’s Role in the Insurance Industry

Previously, she served as the Executive Medical Director of the California Division of Workers’ Compensation. She is President-Elect for WOEMA, the Co-Chair of WOEMA’s JEDI Committee and past chair of the legislative and educational committees. Dr. Das was in clinical practice in Occupational Medicine at the Palo Alto Medical Clinic. She has held various leadership roles in occupational and environmental Health at the California Department of Public Health (CDPH) and the California EPA. At CDPH she led “Biomonitoring California,” which measures levels of chemicals in peoples’ bodies, directed programs to track and reduce pesticide illness and infectious diseases in underserved populations such as farmworkers, as well as other workers, and guided emergency preparedness. She received her MD degree from the University of Illinois, completed a residency in Internal Medicine at Michael Reese Hospital in Chicago, and a fellowship in Occupational and Environmental Medicine at UCSF. During her fellowship she earned a Master’s degree in Public Health from the University of California, Berkeley. She is board certified in Internal Medicine and Preventive Medicine/Occupational Medicine and is a Fellow of the American College of Occupational and Environmental Medicine. She is a member of the ACOEM Racism Workgroup, a Trustee for Cal Performances, and mentors students from underserved communities as part of the Thrive Scholars Program.

David Berube imageDavid Berube, MD, MPH, FACOEM. Dr. Berube is the Chief Medical Officer for Lincoln Financial Group. He is also an Assistant Clinical Professor of Medicine at both the Yale University School of Medicine, and the University of Connecticut School of Medicine, and is a staff physician for the Connecticut VA Healthcare System.

He has over 25 years of patient care, academic teaching, and health care management experience. His prior experience includes serving as Chief Medical Officer at Liberty Mutual, National Medical Director at Aetna, Inc., and Chief of Occupational & Environmental Medicine at Saint Francis Hospital in Hartford, Connecticut. Dr. Berube is board-certified in Internal Medicine and in Occupational & Environmental Medicine. He received his medical degree from the University of Rochester School of Medicine and Dentistry, completed his internal medicine residency at the University of Vermont School of Medicine, and completed his occupational and environmental fellowship training at the Yale University School of Medicine, where he also received his Master’s Degree in Public Health. Topic: Covid Presumptions - What You Need to Know

California recently signed two COVID-19 presumption bills into law (State Bill 1159, Assembly Bill 685). Acknowledging that legislation is ongoing and changing, this webinar seeks to provide OEM clinicians and employers a framework for assessing and implementing these laws in their clinical practice and workplaces.

SB 1159 expands access to workers’ compensation and makes it easier for first responders, health care workers and people who test positive due to an outbreak at work to get the support they need, including necessary medical care and wage replacement benefits. AB 685 ensures timely notification to employees and public health officials of COVID-19 cases at workplaces. This notification will help workers take necessary precautions such as seeking testing, getting medical help or complying with quarantine directives. These statutes took effect September 17, 2020 and remain in effect through January 1, 2023.

Other states are developing or have issued COVID-19 presumption laws for employees exposed to novel coronavirus-19 at their workplace, including Utah (House Bill 3007).

He established the UCSF Occupational Health Services where he has diagnosed and treated thousands of work and environmental injuries and illnesses. He has designed and implemented numerous medical monitoring programs for workplace exposures, and has consulted widely with employers, health care professionals, and labor organizations on the prevention of work-related injuries and illnesses. Dr. Harrison has led many work and environmental investigations of disease outbreaks. He has served as a technical and scientific consultant to Federal OSHA and CDC/NIOSH, and was a member of the California Occupational Safety and Health Standards Board. He is currently the Director of the NIOSH-funded Occupational Health Internship Program, and Associate Director of the UCSF Occupational and Environmental Medicine Residency Program. His research interests include the collection and analyses of California and national data on the incidence of work-related injuries and illnesses. Dr. Harrison has authored or co-authored more than 50 peer-reviewed journal articles, and more than 40 book chapters/contributed articles/letters to the editor. He is the co-editor of the most recent edition of the textbook Occupational and Environmental Medicine (McGraw-Hill Education, New York, NY, 2014).

Topic: Where There’s Fire, There’s Smoke: Will Wildfires Rage Alongside the Pandemic in 2020?

This webinar, presented by Dr. John Balmes, Professor in the Divisions of Occupational and Environmental Medicine and Pulmonary and Critical Care Medicine at Zuckerberg San Francisco General Hospital (ZSFG) and Director of the Northern California Center for Occupational and Environmental Health, focuses on the health effects of wildfire smoke, epidemiological associations between exposure to air pollution and both acute and chronic health outcomes, the pathophysiology of airway inflammation and increased risk of lower respiratory infection from wildfire smoke exposure, and strategies for reducing exposures to wildfire smoke for outdoor workers and the general public.

This presentation will also contain information on how wildland firefighting and the health of the general public will be challenged during the ongoing COVID-19 pandemic during the 2020 wildfire season, which impacts levels of available PPE, the ability to shelter the public, and to house firefighters in close proximity to each other.

Dr. Balmes received his MD degree from Mount Sinai School of Medicine in 1976. After internal medicine training at Mount Sinai and pulmonary subspecialty, occupational medicine, and research training at Yale, he joined the faculty of USC in 1982. He joined the faculty at UCSF in 1986 and is currently Professor in the Divisions of Occupational and Environmental Medicine and Pulmonary and Critical Care Medicine at Zuckerberg San Francisco General Hospital (ZSFG). His major academic activities include several collaborative epidemiological research projects, various advisory and editorial committees, Director of the UC Berkeley-UCSF Joint Medical Program, Director of the Northern California Center for Occupational and Environmental Health (a consortium of programs at UC Berkeley, UC Davis, and UCSF). Since 2008 he has been the Physician Member of the California Air Resources Board.

Dr. Ulrike Luderer is Professor and Director of the Center for Occupational and Environmental Health and interim chief of the Division of Occupational and Environmental Medicine in the Department of Medicine at the University of California Irvine. She earned a Ph.D. in Reproductive Endocrinology and M.D. from Northwestern University and M.P.H. from the University of Washington and is board-certified in Occupational and Environmental Medicine.  Dr. Luderer’s research focuses on the mechanisms by which toxicants and ionizing radiation disrupt ovarian function, accelerate ovarian aging, and cause ovarian cancer in adults, as well as in subsequent generations following exposure during development. Dr. Luderer serves on the Scientific Guidance Panel of the California Environmental Contaminant Biomonitoring Program and the California Developmental and Reproductive Toxicant Identification Committee. She previously served as a member of the USEPA Science Advisory Board Environmental Health Committee. She is an Associate Editor of Toxicological Sciences and serves on the editorial board of Biology of Reproduction.

Dr. Fedoruk is Clinical Professor of Health Sciences at University of California, Irvine (UCI) and Medical Director at the UCI Center for Occupational and Environmental Health Clinic.  Dr. Fedoruk is also a Principal in the Health Sciences practice at Exponent, an engineering and scientific consulting firm.

Dr. Fedoruk holds subspecialty board certification in Medical Toxicology and primary board certification in Occupational Medicine from the American Board of Preventive Medicine. There are fewer than 40 physicians in the U.S. who hold both these certifications. He is also a Diplomate of the American Board of Toxicology (DABT) and is certified by the American Board of Industrial Hygiene as a Certified Industrial Hygienist (CIH).

Dr. Fedoruk has extensive experience in the assessment of exposure and related health effects for a broad range of chemical and biological hazards. His 30-year experience involves evaluating health significance from a wide array of environmental, occupational, and consumer product-related exposures. Dr. Fedoruk has served as an advisor on occupational and environmental health matters to both government and industry. He has designed, developed, and implemented medical monitoring programs for workers in several industries including industries with lead exposures, hazardous waste operations, energy, asbestos, and electronics.

Dr. Fedoruk has conducted studies and published articles in the areas of occupational and environmental medicine. He authored chapters in several books, including the World Health Organization’s Encyclopedia of Occupational Safety and Health, the Encyclopedia of Toxicology, and textbooks in occupational lung diseases and thoracic oncology. He is the 1995 recipient of the Adolph G. Kramer Merit in Authorship Award from the American College of Occupational and Environmental Medicine, and the 2001 Jean Spencer Felton Award for Excellence in Scientific Writing from the Western Occupational and Environmental Medical Association. He is designated as a Fellow of the American College of Medical Toxicology and the American College of Occupational and Environmental Medicine.


Topic: Cannabis Worker Occupational Health and Safety

Dr. Marc Schenker is a Distinguished Professor Emeritus of Public Health Sciences and Medicine at the UC Davis School of Medicine. He has over 35 years of experience in medicine and public health research, teaching and public service. Dr. Schenker is the founding director of the Davis Center for Occupational and Environmental Health, the Western Center for Agricultural Health and Safety, and the Migration and Health Research Center.

His specialty is occupational and environmental disease, with a focus on respiratory and reproductive health. His work has focused on numerous occupational hazards, particularly those affecting agricultural workers. Dr. Schenker also conducts epidemiologic research and public policy advocacy on the health of global migrant populations with a particular focus on farmworkers and occupational disease. He has published over 200 scientific manuscripts and six textbooks and has received numerous awards for his work. He is editor of a recent book entitled “Migration and Health: Research Methods Handbook”.

He is past president of ACOEM and WOEMA.

Dr. Wendy Thanassi is the Chief of Occupational Health at the Palo Alto VA and Clinical Assistant Professor in Emergency Medicine at Stanford Medical Center. She completed her medical education at Stanford University School of Medicine, her internship and residency at Yale – New Haven Hospital, CT, and is board certified in Emergency Medicine by the American Board of Emergency Medicine. Her particular interest is in infectious diseases. Dr. Thanassi has worked all over the world, including in TB hospitals in South Africa. Her extensive experience using IGRAs helps her to explain patterns and anomalies in serial testing of healthcare workers to help others make evidence-based decisions regarding testing and treatment of LTBI in the nation’s workforce.

Topic: Orthopedic Injuries – Fractures of the Wrist and Forearm

This webinar is a brief overview of California’s regulations and laws that mandate pesticide illness reporting and its requirements.  It also provides information on the recognition and management of pesticide illnesses.  Underreporting of pesticide-related illness is an issue because many health care providers are unaware of the reporting requirement.  The Department of Pesticide Regulation is responsible for regulating the sale and use of pesticides in California and enforcing pesticide laws and regulations.  The Office of Environmental Health Hazard Assessment is responsible for providing physician training on the recognition, management, and reporting of pesticide-related illnesses.

  • Know the legal definitions of a pesticide and pest
  • Be familiar with the legal requirements and the various ways to report pesticide illnesses

Dr. William Ngai received his Medical Degree from the New York University School of Medicine and his Masters of Public Health from the University of California Los Angeles School of Public Health.  Postgraduate training consisted of an internship in internal medicine at the Veterans Administration Hospital of Long Beach and a residency in occupational and environmental medicine at the University of Southern California and the University of California San Francisco.  After practicing in the emergency department at the Kaiser Permanente Hospital in Martinez for a year, Dr. Ngai practiced general medicine and occupational medicine in Oakland for thirteen years.   From 1998, he practiced occupational medicine at the Mills-Peninsula Hospitals in Burlingame and San Mateo until 2003.  He has been a Public Health Medical Officer in the Office of Environmental Health Hazard Assessment, a department in the California Environmental Protection Agency, since April 2000.

Dr. Yvette Nonato is a Physical Medicine and Rehabilitation Specialist by training, with special interests in Traumatic Brain Injuries, Spinal Cord Injuries, Neurodevelopmental Disabilities. She served as a venue Sports Medicine physician in the 1990’s in a number of games. She was a medical exchange student under the Asian Medical Students Association (AMSA), and rotated in a number of big medical centers and rural hospitals in Northern and Southeast Asian countries. Her internship and residency trainings were completed in military hospitals. She was one of the few then-residents admitted into the International Spinal Cord Society (formerly IMSOP), a membership she keeps to date. Dr. Nonato has delivered lectures ranging from “Low Back Pain” to “Spinal Cord Injuries” for various specialty societies. She has also been a primary investigator for a number of Clinical Trials, notably a COX-2 inhibitor, and she fulfilled a course in Health Informatics at UC Davis. Currently, Dr. Nonato is affiliated with the Pesticide Illness Surveillance Program (PISP) of Cal-EPA’s Department of Pesticide Regulation.


Topic: The OSHA Silica Standard – Fresh Challenges for Medical Surveillance

The new OSHA standards for occupational silica exposure are now being phased in, and are in effect from many workers with occupational silica exposure who required medical surveillance.  This webinar will describe the new surveillance requirements and will emphasize some novel challenges posed by the standard, including what to do if employees refuse certain parts of the exam, or decline to have further specialty evaluations as the standard mandates for workers with certain abnormal findings.  Many OEM physicians or other providers in WOEMA states may be called on to offer these surveillance exams.

Dr. Paul Papanek is a graduate of UCSD Medical School and took both his Family Medicine Residency and his MPH degree at UCLA.  He is Board Certified in Occupational Medicine and served as a Public Health Chief for LA County Health Department for 9 years, and as Chief of Occupational Medicine at the Kaiser Hospital in Los Angeles for about 15 years.  He is currently a Public Health Medical Officer with Cal/OSHA and has served on the WOEMA and ACOEM Boards.
